Baldwin Park Homelessness Initiative

In 2020, the City of Baldwin Park faced a homelessness crisis with 556 individuals living unsheltered—a 100% increase from the previous year. The City took decisive action, leading the way with innovative housing solutions and comprehensive support services to address both immediate needs and long-term stability.

As part of its initiative, Baldwin Park created two interim housing facilities to provide dignity, stability, and pathways to permanent housing, working alongside regional partners such as the San Gabriel Valley Regional Housing Trust (SGVRHT) and the San Gabriel Valley Council of Governments (SGVCOG) to enhance resident support.

The City opened Esperanza Villa (2021), a 25-bed tiny home village—the first of its kind in the San Gabriel Valley—and expanded its housing efforts in (2022) with Serenity Homes, a 16-unit family bridge housing project offering safe shelter and vital services for families with children.

Through these efforts, Baldwin Park has transformed its approach to homelessness. Over five years, the City achieved an 80% reduction in homelessness (from 556 to 108 individuals), setting a standard for other communities across Southern California.

While we may not know the circumstances that led them to where they are, any one of us, or our family and friends, could face difficult times. Always treat our unhoused neighbors with respect and support those who seek the opportunity to begin again.” said Mayor Alejandra Avila.

Baldwin Park’s proactive leadership demonstrates how a city can drive meaningful change, providing innovative solutions and comprehensive support to help its most vulnerable residents achieve stability and safety.

• Serenity Homes (2022): 16 family-focused pods, the first facility in the region designed specifically for families experiencing homelessness. Serenity Homes preserves family unity, supports child development, and provides wraparound services to help families transition to permanent housing.



• Esperanza Villa (2021): 25 tiny home pods for adults. This site, the first of its kind in the San Gabriel Valley, provides private units with shared restrooms, showers, laundry, and a communal meal space. Residents are connected to permanent housing through local outreach and service provider referrals.
